Mr.
Lance St. S. Hylton
Chairman
Lance Hylton has been the Chairman of the Postal Corporation
of Jamaica since February of 2003. and is a member of
the Board of Governors of Jamaica College.
Lance is as a graduate of the University of the West
Indies and the Norman Manley Law School and was admitted
to practice to 1987. His legal practice covers all aspects
of corporate and commercial law with specialisation
in trust and estate planning. His legal practice is
particularly informed by his experience in Jamaica with
major joint ventures and mergers, take-over bids on
the Jamaica Stock Exchange, public offers by prospectus
and large commercial loans and projects. He has also
served as a director of Berger Paints Jamaica, a major
public corporation trading on the Jamaican Stock Exchange.
Mr. Hylton returned to Jamaica in 2002 after serving
for seven (7) years in the British Virgin Islands (BVI)
as a partner of that country's second largest law firm,
O'Neal Webster O'Neal Myers Fletcher & Gordon, where
he headed the Trust and Mutual Fund departments. For
most of that time he was also the Executive Director
of Coverdale Trust Services Limited, overseeing that
company's offerings of trust, mutual fund, asset management,
company formation and management, offshore banking and
other services.
Lance served three terms as a member of the Executive
Committee of the BVI Registered Agents Association and
as chairman of its Legal Committee, which was instrumental
in drafting the country's first money laundering laws.
He was also a member of the Executive Committee of the
BVI branch of the Society of Trust and Estate Practitioners
as well as a member of that body's Trust and Succession
Law Review Committee, which worked with the Government
of the BVI and proposed sweeping changes to the country's
trust and estate laws. He is a member of the Jamaican
Bar Association and while in the BVI was a member of
the BVI Bar Association.
In addition to his roles on private and academic committees,
Lance has also been called upon by various governments
to serve on public bodies. In Jamaica, he has served
as Chairman of the Companies Office Advisory Board,
which advises the Government of Jamaica on all matters
relating to the operations of the Jamaican Companies
Registry and corporate legislation. In addition to his
work with the Postal Corporation, he also serves as
a member of the Industry Advisory Council on International
Business Services of the Ministry of Industry and Tourism,
having been appointed in November of 2003. While in
the British Virgin Islands, he served on a select financial
services advisory committee formed by the Government
to advise on offshore legislation and the challenges
of the country's offshore industry. At the request of
the Government of the British Virgin Islands he has
conducted all day training seminars for public and private
sector workers in the offshore industry. He is a Notary
Public for life of the BVI.
Lance has also been extremely active in civic and community
organisations and served, before going to the BVI, as
a member of the Board of Governors of the Jamaica College
and was a member of its Disciplinary Committee. Since
returning to Jamaica he has been re-appointed to that
Board. In the British Virgin Islands, he served as a
member of the Rotary Club of Road Town and held several
executive positions including President for the year
2000\2001. His outstanding service to the club and the
BVI community caused him to be named Rotarian of the
Year in 2001 and he was honoured by the club with its
Paul Harris Fellow Award, in 2002. Since returning to
Jamaica he has become a member of the Rotary Club of
St. Andrew.
Lance is also well regarded for his academic writings
and speaking engagements. He has written extensively
on Trust, Offshore and Mutual Funds Law and his articles
have been published in several international publications
including Offshore Finance Canada (Canada), Offshore
Investment Magazine (Ireland) and Trust and Trustees
Magazine (U.K.) for which he has been a member of the
editorial board and the BVI contributing trust expert.
He has given public lectures in Jamaica on Landlord
and Tenant law and his written works on the subject
have been a part of the Norman Manley Law School's curriculum
for over fifteen (15) years. Since returning to Jamaica
in 2002 he has given public lectures on the Role of
the Attorney in the Transition to Public Listed Company
Status (Jamaica Stock Exchange Seminar Feb 2003), on
Trust and Tax Planning (Jamaica Conference Board Seminar
April 2003) and was a member of the expert panel at
the Nov 2002 JAMPRO workshop on developing Jamaica as
an International Business Centre.
He has also given lectures on aspects of Trust and Offshore
Corporate and Banking law on three (3) continents including
several seminars in the British Virgin Islands, as a
featured presenter at the 2000 Society of Trust and
Estate Practitioners International Conference in the
Cayman Islands, in Guernsey (U.K. Channel Islands) and
in the People's Republic of China.
Lance is a member of the Constant Spring Golf Club and
enjoys table tennis, chess, squash and tennis. He is
married to Judy, also an attorney-at-law, and they have
three (3) children Jessica, Konrad and Benjamin.
